Administration and Finance Unit

Headed by the Director of Administration and Finance who is in charge of following the list of staff and update it regularly, following administrative personnel records, monitoring all activities related to staff, tracking the supply chain of goods (medication, equipment, property) of the hospital and Participate in the strategic plan, the annual and quarterly plan of the hospital. The Administration and Finance Unit comprises of the following Departments: Accountancy Department headed by the hospital’s Accountant; Human Resources Management Department, headed by the Human Resources Officer; ICT Department, headed by the ICT Officer; Logistics and Stock Management Department headed by the Logistics and Stock Officer; Recovery Department headed by the Recovery Officer; Customer Care Department headed by the Customer Care Officer; Cashiers Department, headed by the Principal Cashier; Documentation and Archives Department, headed by the Documentation and Archives Officer.

The responsibilities

  • Contribute to development of finance staff skills in the areas of financial management and budgeting
  •  Consolidate and review the overall annual budget and outturn submissions and related reporting to the ministry.
  •  Ensure financial reports are reported to MINICOFIN on timely basis.
  • Provide accounting analysis sufficient for budget management to make informed decisions with an emphasis on forward –looking budget analysis and risk manage
  • Plan the cash flow sufficiently to ensure adequate cover for all commitments whilst minimizing the potential loss to the institution
  • Ensure the completeness, accuracy and timeliness of all financial reports for both internal and external purposes.
  • Lead assistance given to internal and external auditors as required.
  • Keep the head of Division up- to date on issues related to budget setting, budget monitoring and overall financial planning.
  • Ensure that committed grants income is received from donors
  • Perform any other duties as assigned by immediate line Manager.
  • Contribute to the hospital environmental hygiene
  • Submit monthly, quarterly and annually report to the supervisor
  • Continuously improve systems & procedures to enhance internal controls to satisfy audit requirements.
  • Update regularly the list of Ruhango provincial Hospital staff and manage their administrative documents through HR office.
  • Ensure system administration, Network administration and maintenance of ICT equipment are well done through IT department.

Reporting:

The Director of Administration and Finance reports to the Director General of Hospital.
