Background

Ruhango Provincial Hospital is a public institution located in Ruhango District, in the Southern Province. It is Located in Kinazi sector at 22 km from the office of Ruhango District, and is surrounded by Muhanga, Kamonyi, Nyanza and Bugesera Districts.

Ruhango Provincial Hospital is one of the two Hospitals which serve the population of Ruhango district. It was inaugurated in 2012 as a District Hospital, and, then after it was ranked as a Provincial Hospital.  

Currently, the hospital serves 7 health centers and 8 Public Health Posts and 8 Private Health Posts from 4 sectors of Ruhango District. It serves 228,992 populations from 4 sectors namely Kinazi, Ntongwe, Ruhango and Mbuye with 27 cells and 285 villages. 

The hospital provides both in-patients and out-patients health services. Its vision and mission is to offer comprehensive and compassionate health care services that are customer care centered with main priority of constant quality and safety of care. The annual comprehensive clinical data revealed that the hospital has served 152,988 Clients in Out Patients Department and it has a capacity of 360 beds but 177 beds only available in the services, with the variation of 45% and 100% of the occupation depending of the service concerned (Source: HMIS 2020).

The mission of the Ruhango Provincial hospital is to ensure and promote the health status of the population of Rwanda. This mission will be achieved by Improving the health of the community, providing quality Health care services, providing technical support health facilities from catchment area.

The vision of Ruhango Provincial hospital is to continuously improve the health of the people of Rwanda, by providing continuous quality healthcare to every customer.

Director General

Dr TUYISHIME Emile

Director General

Dr Emile Tuyishime is a Medical Doctor by profession for over 12 years with experience in public health domain, leadership, and governance. Currently, he is Director General of Ruhango Provincial Hospital.  From 2018 to 2022, he has been Director General of Gakoma, Nyanza and Muhororo respectively. He is an experienced researcher in infectious diseases especially HIV and had worked with Rwanda Zambia HIV Research Group (RZHRG) to conduct a study on “HIV testing and treatment cascade among female sex workers in Kigali, Rwanda.

DR SIBOMANA Charles

Director of Medical and Allied Health Services

Dr SIBOMANA Charles, is acting Director of Medical and Allied Health Services in Ruhango Provincial Hospital from February,2018 to date. In addition he worked as acting Direct General of Ruhango PH since may 2019 to September 2019. Before joining Ruhango Provincial Hospital, he was in the General Practitioner at Nemba District Hospital. Dr Charles is Bachelor’s Degree in General Medecine.

MANIRAGUHA Jean Pierre

Director of Administration and Finance

Mr MANIRAGUHA Jean Pierre is Director of Administration and Finance since March 12th, 2025. He holds a bachelor’s degree in economics and brilliantly succeeded professional courses in Accounting (Intermediate Level CPA Rwanda). 

Before joining Ruhango Provincial Hospital, Mr MANIRAGUHA wasActing Accountant of Ruhango District. Prior to that, he worked as Billing Officer at Ruhango District One Stop Centre (2015-2019), Acting Local Revenue Inspector in Ruhango District (2016-2019), Accountant and Secretary at Sector Level (2012-2015) and teacher in Secondary Schools (2007-2008). 

UMUTONI Jeanne d'Arc

Director of Nursing and Midwife

Mrs UMUTONI Jeanne d'Arc been serving as Director of Nursing and Midwifery at Ruhango Provincial Hospital since 2021, providing strategic leadership for nursing and midwifery services across the hospital. 

She is a senior Nurse–Midwife and health leader with over 25 years of experience in Rwanda’s health system. From 1999 to 2021, she held progressive clinical and managerial roles at health center and hospital levels, leading maternal, neonatal, pediatric, and community health services. Her work has focused on quality improvement, infection prevention and control, workforce development, and patient safety, contributing to strengthened service delivery and improved health outcomes.

She holds a Master’s degree in Pediatric Nursing (2023–2025) and she is a Fellow in Global Leadership in Nursing and Midwifery at UGHE (2025). Her research (2023–2025) examined the prevalence and associated factors of non-communicable diseases among children at King Faisal Hospital and CHUK, with emphasis on socioeconomic and nutritional determinants, and she integrates research and data-driven practice into health leadership
